Haggis, scotch eggs, Scots Guards socials, Robert Burns birthday festivities - it's a Scottish bar, all right, less-seen than the neighboring Irish or English, but still rather more common than the Welsh variety.
The owner's Scottish, of course, and his enduring, friendly presence emblemizes the pub's lived-in bonhomie.
Decidedly older regulars may fill the wooden booths, but lively conversations are helped along by ten taps (seven craft brews), serious darts (x1), and a charming beer garden.
Open 12pm-2:30am every day.
Sundays: SIN all hours: 15% bill with OLCC/Food Handler cards.
Mondays: Trivia @ 7pm (beginning on 3/22/10). $3/person entry fee, winner takes all.

Bar was fun and a great patio. there was one issue. 3 lady boys wearing cargo shorts and thong sandals decided to create a fight. saw one cargo guy get drop kicked in the chest, they hit the short guy and ran away. other than that the patio service superb and the drinks were stiff. I recommend . just watch out for cargo shorts.
The ninnies afraid of smoke should take their wide-lapel leisure shirts elsewhere (Casa del Matador? That place blows), if they're so afraid of humans who enjoy a beautiful stogie after the Rose & Thistle's delicious fish & chips and sweetsweet pints.
The rest of us'll be happier without the highnose company, chilling on a broad patio, being served by knowledgeable, friendly staff who just might have a drink with you when their shift is over, or maybe that was just with me . . .
Quit whining and go to a cigar bar, where smoking cigars indoors is still somehow allowed by law yet cigarettes not. How's that for discriminating against tobacco based on shape? Fucking crybabies.
If their smoking policy was half as good as their bartender's service this would be the best bar patio in town. Between the copious volume of cigarette smoke and the coarse conversations about "sheepskin condoms" (really), I found the environment wholly suited to cigar smoking. Sadly, this is not the case. The service was prompt, efficient and pleasant. The horror I encountered when I laid a cigar on the patio table was silly. Adults choosing to legally partake of tobacco in the designated, 21+, outdoor areas should not be insulted if they prefer to smoke cigars instead of cigarettes. It's dissapointing that such a solid establishment has decided that they don't want my patronage. I won't be back...sorry.
After we walked in, set two cigars down, were offered a second ashtray ( to compliment the one already on the table), ordering drinks, ordering food, receiving said drinks and food...we were informed quote: "if you light those cigars you'll have to put them out immediately. We don't allow that kind of thing here.". That's verbatim kids. Enough cigarettes to start a convenience store, but cigars are somehow "badder" or "worser". Thanks folks! No cigars, no tip. We'll head to the other 15,000 Portland bars that don't discriminate against tobacco based on shape. Goodbye Rose&Thistle, we won't be back.
I just moved to this neighborhood. This bar is too close. It is fantastic. The food is very good for bar-food. Service is mostly awesome. It can get busy, but I work late so I'm typically there when its not so busy. Jack daniels is cheap. Pitchers of GOOD BEER is very reasonable when compared to the prices of the Pints. In short, the RAT is awesome. See me there frequently. Already been there 3 times since Saturday.
This place is all about the patio...after you get through the inside the patio is one of the best in town...really chill and comfortable. That being said I won't be going back until next spring:)
Don't bother buying a pack of smokes, cancer-stick lovers, because an evening at The Rose and Thistle will let you inhale one for free! Wake up with sinus issues, dry skin, and stanky clothes! YAAAAAY! When can we go the Horse Brass for MORE tarry air?
I just live around there and i'm there often just to enjoy a great beer in the amazing patio. Looking for a friendly, sweet and cheap place to hang out...this one is yours ! Have fun
I live around the corner and I come here a lot for the reasonably priced food and drinks, and the amazing patio in Summer. St. Pat's Day is fantastic here too. The staff are great. The decor is like being in an old Scottish Inn; it's very cute and olde-world. Fish and chips are probably the best in town.
Other than the smoke, this place is great. Will continue to go as the food and drinks are great.
My favorite Pub, I've been going there for years. The staff is the iceing on the cake at this Scottish Pub. With a mixture of local Portlanders and our freinds from the British Isles, the Rose and Thistle is an eclectic mix that is a joy to be part of. The food is great, and I like the Scottish Egg (hard boiled egg inside of a sausage ball)Hot while my freind likes it traditionally cold. He tells me he used to take one to work and eat it for lunch when he was stationed in england.
The back patio is the best part of the place. Very European-feeling. The food and drinks are forgettable.
Terrific selection of whiskies, including fair prices on the Single Malts. Lots of good beer in 20oz Imperial Pints, nice atmosphere, conducive to drinkin'. There's always a fun mixture of ages in the customers, especially the regulars. The Scottish cat who owns the place is cool as hell, as are the bartenders and waitresses, who are friendly and do a kick ass job. One thing I'd like to see improved is the menu– It's pretty much greasy pub food, though the burgers are good. I give it excellent marks.
I never thought I would get such wonderful food at a place like this the menu is amazing and the cooks kick ass, 20oz pints are sweet and the prices are fair! Over all a great place to get some food and drinks!
Okay, the whole Scotch theme of this place is kitschy in a cornball way. But the patio is like a secret garden of booziness in summer, the staff is friendly, and the drinks are well made. But that's not what I'm here to tell you. What I am here to tell you is that while the menu in general is quite limited and mediocre (mostly deepfried mostrosities), the RaT makes one of the best burgers in town. Really. You select any three of a big list of toppings (bacon, cheddar and onion rings is my personal fav). Seriously, try a burger.
